São Tomé & Príncipe Unveils US$90,000 Citizenship-by-Investment — A Strategic Option for Global Investors

São Tomé & Príncipe has officially launched its Citizenship by Investment (CBI) program as of August 1, 2025, making it one of the newest entrants in the global market for second nationality. The program is designed to offer a fast, efficient route to citizenship, targeting investors seeking diversification, mobility, and long-term security.

Key Features & Structure:

  • Submission Fee: US$5,000 (regardless of family size)
  • Donation / Investment Amount (after Approval in Principle):
    • Single applicant: US$90,000
    • Family of 2–4 members: US$95,000 total
    • Additional dependents (5+): US$5,000 each
  • Processing Time: Approximately 6 weeks, handled through a newly formed Citizenship Investment Unit (CIU)based in Dubai
  • Public-Private Model: The CIU is structured as a public-private partnership, combining government oversight with private-sector agility, led by STP Service Advisory in collaboration with São Tomé authorities
  • Post-Approval Fees: Passport issuance (US$350), national ID (US$150), Certificate of Registration (US$250) per person
  • Dependent Addition Costs: Spouse (US$10,000), other qualifying dependents (US$5,000), newborns (US$500)
  • The program imposes no residency requirement, interview, or physical presence obligations — aligning with the streamlined, biometric models common in modern CBI programs
  • Eligible Dependents: Spouses, children up to age 30 (if unmarried and financially dependent), and parents over 55

This structure signals São Tomé’s intent to remain globally accessible and responsive to investor demands. The Dubai-based CIU aims to combine speed, transparency, and accessibility, leveraging the UAE as an international hub for operations and client engagement.

Strategic Rationale & Use Cases

While São Tomé is not yet a powerhouse in global mobility, its CBI program stands out for its affordable entry point and low operational friction. It appeals to investors who:

  • Wish to diversify nationality risk
  • Seek alternative legal jurisdictions for estate planning and asset protection
  • Want streamlined citizenship in a low-intervention program
  • Are comfortable combining this passport with stronger passports in their portfolio of mobility

São Tomé passports currently offer visa-free or visa-on-arrival access to around 61 destinations.

Government statements suggest that donations will feed into a National Transformation Fund, prioritizing renewable energy projects, infrastructure, housing, education, and socioeconomic development — positioning the CBI as a contribution to national growth rather than a mere cash-for-passport scheme.

How Knightsbridge Group Helps Clients Evaluate & Navigate São Tomé’s CBI

At Knightsbridge Group, our role is to guide discerning clients through the complexities behind headline figures. Here’s how we advise:

  1. Comparative Valuation: We assess São Tomé’s CBI in the context of other programs (Caribbean, Vanuatu, etc.), considering mobility strength, stability, and long-term value.
  2. Due Diligence & Structuring: We handle rigorous source-of-funds verification, legal compliance, and structuring to ensure your application is smooth and defensible.
  3. Passport + Residency Strategy: We recommend how to pair São Tomé citizenship with meaningful residency or stronger passports, aligning with your lifestyle, tax, and business goals.
  4. Ongoing Compliance & Renewal: We monitor changing laws and ensure your status remains fully compliant — minimizing risks of future regulatory changes.
  5. Exit / Succession Planning: We advise on how to pass citizenship and benefits to future generations, and plan for scenarios of adding or removing dependents.

Our View

São Tomé & Príncipe’s new CBI program is a compelling addition to the global citizenship marketplace. With competitive pricing, fast turnaround, and no residency requirement, it offers a practical option for investors looking to diversify their legal jurisdiction exposure.

However, it is best viewed as one component of a multileg mobility and capital protection strategy, not as a standalone solution. For clients with stronger passports already, São Tomé can act as a low-cost supplement. For others, it provides an entry into second-nationality planning without the high premiums of mature programs.

If you’re considering applying — or among the first to explore this new option — Knightsbridge Group is ready to guide you: from strategy and legal structuring to application oversight and post-approval support.
