Sébastien Palmier
Professional Biography
Sébastien Palmier is a Paris-based attorney whose practice is devoted to public law, with a particular focus on public procurement and public contracts. He works alongside public authorities, semi-public bodies, and private operators, advising them on the legal and practical issues that arise at every stage of procurement procedures and the performance of public contracts.
His work mainly concerns public contracts, including public works, public service concessions, and complex contractual arrangements, as well as certain private contracts governed by the 2005 ordinance. He assists clients with the structuring and securing of procurement procedures, the drafting of tender and contract documents, and the monitoring of contract execution. His litigation practice includes pre-contractual and contractual injunctions, as well as disputes relating to contract validity, performance, and compensation, enabling him to approach cases with a careful balance of strategic perspective and procedural rigor. Building on his extensive experience in public procurement, since 2015 he has contributed as an expert to the work of the French National Bar Council.
Sébastien Palmier holds the Certificate of Specialization in Public Law awarded by the Paris Bar. He is a graduate of the Institut de Droit Public des Affaires (IDPA) and the École Internationale des Modes Alternatifs de Règlements des Litiges (EIMA), and he earned a postgraduate degree (DESS) in Public Law Litigation from Paris I Panthéon-Sorbonne University. Since 2015, he has also contributed as an expert in public procurement law to the work of the French National Bar Council.
Beyond public procurement, he advises on administrative liability, public and semi-public entities (including SEM, SPL, and SEMOP structures), local public finance, public property development, construction and insurance law, and criminal law involving local authorities and elected officials.
Alongside his legal practice, Sébastien Palmier has been teaching public procurement and public service concession law for many years for professional and institutional audiences. He is the author of several publications in this field and has participated as a consultant in public procurement reform projects carried out for the World Bank in Madagascar, Djibouti, and Morocco, where he contributed to audits and legislative drafting initiatives.
