John Delaney

John is a chartered quantity surveyor and director at Base Quantum Ireland, with over 18 years’ commercial experience across the construction and engineering industries. He is regularly appointed as quantum expert on matters in litigation and in various ADR fora.

As well as working as a quantum expert on multimillion-pound disputes, arbitrations and adjudications, John has provided claim preparation and claim management on numerous projects. He has also assisted the appointed expert on numerous high value international arbitrations in the construction, engineering, and oil and gas industries, including an investment treaty dispute.

John has extensive experience across a broad range of sectors, specifically construction, civil engineering and gas pipelines. His commercial and project experience includes road and rail, the London Underground, IT systems, and buildings, ranging from mixed-use, high-rise and residential, to commercial, industrial, health and local authority. John has significant experience in multiple forms of contract including NEC, JCT, FIDIC and bespoke.

His appointments as a quantum expert have been on matters before the Court of Session in Scotland, the High Court in Ireland and a county court in the UK; in arbitration; and regarding various statutory adjudications in the UK.

Further to holding qualifications in construction law, international arbitration and construction adjudication, John is a fellow of the Chartered Institute of Arbitrators, the Royal Institution of Chartered Surveyors and the Society of Chartered Surveyors Ireland, as well as a practising member of the Academy of Experts.

Having recently set up an office in Dublin, Base Quantum Ireland, John continues to serve clients across Ireland and the UK.
